I think the old ITS (International Teleproduction Society) Handbook had
this method described.

For spots, though, I use a different formula. As I only want 10 seconds
of black between spots, for dubbing purposes, I use this formula:
00:00:00 Start of TC
00:05:00 Bars, 55 Sec.
1:00:00 Slate and Countdown, 13 Sec.
Black for :02
1:15:00 1st Spot
=20
:10 Black and then the next slate, and so on.
=20
For :30 spots, this means everything is in :55 Sec segments. I have
been using this method for over 20 years and I cannot break from it!!
(Old habits die hard, I guess!)
