Its not a fixation. It has been the unofficial standard since the first
Ampex quad machines ere marketed in the USA. It was already the way
things were done in the USA at least as far back as 1965.
The first CBS affiliate I worked fulltime for in 1968 chose to have only
30 seconds of bars because quad tape was "so expensive".
