23.98 project laying to 1080i

I figured this out a couple of weeks ago but like an idiot never wrote down what the final solution was...

Trying to lay a 23.98 sequence off to a 59.94 (1080i) tape with pulldown. Downconverter in the SD output is set to 59.94. Our M2000 deck sees the output of DS just fine when in E-to-E, but when you record onto the tape and play it back, it looks like throw up.

Anyone seen this? I've tried changing the sync generator to 23.98 and 59.94 (the former makes DS happy, the latter makes it go into internal sync) but nothing seems to matter. The M2000 (ours doesn't do 24 frame) takes blackburst which is also what feeds the sync generator that feeds DS... so it seems happy either way.
