My guess would be that they want to remove the 3:2 pulldown from the clips and they want the head of the clip to be an "A" Frame... but that would only make sense to me if they were using the source that you captured for some reason other than the offline... that's the only thing I can think of...

I've used this kind of workflow on another system where SD footage was captured from a downconvert where the master was either film or 23.98 HD. I'd digitize 29.97 source with the first frame handle on a 0 or 5 with my source clips and run them through a program that removed the cadence to create new 23.98 clips.
