Jeff,
If you can access the menu fuctions
go to menu option 006 and switch the local enable funcion on,
This function will disable the front panel if the deck is being controlled remotely (Ie if you're digitizing and dont want anyone to mess with the front panel)

It's all the buttons on the front panel.  I can switch the inputs from SDI to componant though

Powercycle the VTR and hold the eject button on power up.

Digitizing from a betasp tape inside my DVWA500
I go to eject the tape. The front panel buttons is frozen.  I can't use any of the buttons.
 
I DOUBLE CHECK THE KEY INHIBIT BUTTON, to make sure I did not accidentally hit it. Nothing wrong, the KEY INHIBIT IS OFF.
Remote is disabled.
 
I check everything, I was the only person around, Nobody touched my machine 2 minutes earlier.  The only way I can use the Dbeta machine is through a remote. from another machine or the DS.
 
Any clues? Has the microprocessor that controls the front panels bit the dust.
