Hi Anthony,
Being in Europe, we generally avoid 60 and 24 material, so I've not tried
this. But DS's Defield will give full vertical resolution if you use
Field Merge, but with some loss of temporal resolution (blurring on fast
moving objects).
Tinder's T_Defield offers a good range of adaptive filters which you'd
need to experiment with to get the best results for your footage. It can
take a while to process on some settings.
