Thanks for the responses thus far. Let me clarify a few things:
 
1. Projects: We know the projects "live" where we create them. We have been told conflicting things as far as where to create them. We have been told both to create them on the local machine and to create them on the remote machine. What we are looking for is a definitive answer as to which machine to create them on. 
 
Sylvain > Projects can be created anywhere you like it.  When you select a location to be a Project Root (can be multiple) the Avid Project Indexer will index it and give it to the DS Workgroup clients, DS or RP.  Historically, it is just common to locate projects on the Avid DS workstation, but you are not forced to do this.  A PC that is not a DS or a RP can also hosts all projects in a DS workgroup, if you wish.
 
2. The remote processing machine is the old DS computer. It's a Compaq, don't recall the exact specs but I know it is NOT the IBM Z Pro. 
 
Sylvain > That workstation uses an onboard 100 BaseT network card, but you can install a faster Gb NIC card if you want faster exchanges.  Bear in mind that the network speed is still a bottle neck when exchanging lots of big files, so local processing can always be a bit faster.
 
3. The files we are importing are standard definition targa files from the local drives. We get the files delivered to us on a firewire drive. We copy the files locally, them import the targa sequence and it takes forever compared to our previous DS. 
 
Sylvain > And the DS sequence is SD uncompressed as well?  Maybe you could upload us a group of these files (zipped) to the Avid DS Support Center (Upload Tool) so we can investigate.
