7.01 Bob Splash Screen on Reboot

DS 7.01 QFE3 what is the deal with a Bob that needs its' card reseated on restarts that won't allow the project screen to open....
I know I have asked on this before, and asked about grounding the Bob to the Compaq W8k's chasis.
Perhaps there is something else I don't know about, that others' may have run into..
If I restart and get the DS Logo screen, but it hangs before showing the project list.
I force a restart....
The only way I get the system to fully restart and show me the project screen, is to
shut all down. Unplug the USB and little Multi Cable from DS to Bob at the Bob, Unplug Bob's power cord,
Reseat the Uranus board. and Restart....
usually takes two restarts to get the splash screen past the green dots' snow still
and to really get me back on track.... I know this is an agressive restart campaign.. but
it works, and gets me going again.... This system has been like this for a year now...
We have to do this about once every two weeks or less.. A bit Scarry ....
Ideas...... we have an RP with a Broker on it.
We had the cards in Bob and PC and the BOB unit, and its' cable changed out a couple of years ago
and we isolated it from RF interference too.... same issue before as now....
