When you are using graphics working in the top timeline of your editing layout, painting in the matte of v2, you are not seeing any proper result while inside the graphics effect unless you have opened a viewer for the top timeline. A proper result will be displayed when you step out of the graphics effect though.
If you would like to see an immediate result you should opt to work on the layers inside a composite node instead, here you don't have to open a second viewer.
(To paint the matte you can allways simply do it by using colour blend, alpha setting and activate alpha under mask.)
