Might be fragmented clips/drives.

I've had that happen in the past and after checking the sluggish clip I 
saw that it was fragmented like 1000 times. I defragged that clip and 
everything played back fine.
Also if your drive get too full they could give you slow playback.
Or if your Storage config settings are wrong for the type of drives 
your useing...
