Might be fragmented clips/drives.

I've had that happen in the past and after checking the sluggish clip I saw that it was fragmented like 1000 times. I defragged that clip and everything played back fine.
Also if your drive get too full they could give you slow playback.
Or if your Storage config settings are wrong for the type of drives your useing...

As recommended the first time this happened I ran the "Filexfer" Avid utility and it determined the data rate was averaging around 5MB per second for SD. It says 75-95MB/sec is acceptible. So I am wayyyyyy down. So the data is obviously bottlenecking. Here's what I have done so far:
 
Recycled drives, Nitris BO box, and tower 4-5 times.
Removed, checked, and reconnected cables firmly.
Checkdisk on Avid Drives.
Cjecked under the Windows utility and the drives came up as "healthy"
 
Tomorrow I have an associate in town who has replacement cables for me to swap and see if its a faulty cable issue.
 
If it's not I have no idea. Where to start? Any advice?
