I'm not sure if this is what you want, but if you right click on the viewer
and go into 'Viewer proprieties'. Under the 'Guides' tab there is a
checkbox at the bottom called 'Display Pixel Info'. Turn in on and you will
see the values of the pixel under you cursor. Also, next to this checkbox
is a colorspace button so you can choose how you want the values to be
displayed.

I don't think there is a way to do this.

All of the effects in DS have a feature called 'Subregion' that will do
this. This button is the leftmost of the three button found under the
keyframe button. Click on this, the you can drag out a box on the viewer.
The output of the effect you are using will be limited to the contents of
the box. Everything will update when you scrub and you can more or redraw
the box when you need to. To turn off subregion, just click the subregion
button again.
