To me this sounds like Long Gop related problems. HDV is a mpeg 2 based format where full information is only recorded to every (in PAL) 14 frames. Because of this new technology it might be that the deck/editing has to make the cut on one of those i-frames, thus the timecode can be off several frames. This is a problem that manufacturers are finding solutions to now and it might be that with your set up, this isn't solved yet.
