Set your user prefs to 15f transition and you've just fulfilled your wish :)
I've made a transition that I use weekly in a show (it's similar to FlashPan
that was talked about recently). Before using it (it has an associated audio
effect) I set my User Prefs to 16f transition and then just wander around
the timeline clicking edits and clicking the effect which lives on a
toolbar.
You can do exactly the same thing for single-sided transitions such as fade
in or fade out.
