The Avenue system is still a big bang for the buck especially if
you must do work in NTSC and PAL and need standard and Tri-level
references.
I use an Ensemble Avenue for this purpose, and it works well. It is
locked to a 10MHz GPS reference and is easy to control using software
that runs on the DS under Windows. It sits on your local ethernet.
It has an added benefit: You can add a host of "utility" cards to the
empty slots. Distribution amps, embedders, disemebedders, logo
inserters, test signal generators, etc.
