TD is completely right.  Compressor (even the latest version) just destroys video.  Even DVEing it in FCP and outputting it uncompressed from there would be better than having the algorithm in Compressor 'resize' it.

Best bet is to try to get your hands on an Optibase real-time MPEG2 Encoder Card.  They work wonders with DVD Studio Pro.
