I think it was put in like this in version 1 and later changed to what we have today. The first version was left in though.

This is helping a lot. Unfortunately there are so few written sources of info on the DS you guys are my only hope:

8. DVE. I made an image move along a motion path. I have positional keys (represented by the path itself). How can I change where in time those keys are? I look in the Animation Editor and don't see the timing keys. In the manual it only talks about changing the interpolation between the keys (linear, ease in etc.) but how do I move the timing of the actual keys. Because changing the interpolation isn't going to change the over all speed of the motion, just how it gets there.

P.S. Based on your last responses I have taken a simple effect which I managed to overcomplicate and redo it more "DS like" and found a great workflow. I am seeing the light.
