If you know in advance where you want something to
start...
Each time you open a New Sequence - one of the options is
the starting timecode. Another way to do this is to create your sequence
Save - open a New Sequence (with proper timecode start) and drop your old
sequence into the new sequence timeline.
You can also set TC start at the beginning of each New
Project.

select "ripple" or type "r" for short
make sure all your video and audio tracks have ripple enabled,
indicated by light blue
select your first clip in the sequence and type the timecode you'd like
the clip to start at... this will be your new timeline starting TC
then, right-click on the timeline ribbon and choose "trim
timeline..."
