This is a known bug (or maybe 'design flaw' is more accurate) with freezes
and reference sequences. Freezes are uber-realtime effects (IE they are
grey, not green) but reference sequence playback depends wholly on a list of
media files/caches to play back (which is why they have to be fully
rendered - it doesn't actually look at the contents of the sequence on any
high level).
I've never seen it pull up a random frame, usually it will just continue to
play the clip unfreezed, or go black.
In any even, to work around, just add an effect to the clip in the original
sequence with no parameters (like a DVE) which will force a render of the
freezed frame.
