Is there any plan to implement a play length toggle like the old Composer systems had. When I was working on large sequences I would set the play length to 2 min and the Composer would only look down the timeline 2 min and it would minimize the strain on the resources.

Obviously, in most cases the work load on the timeline is maxing the operating system memory handling limit and the 32-bit OS does not help. Windows is not the only source of this problem and development is trying to optimize and maximize performance for version 8.0. Already, great progress were made in v7.6 over v7.5.
There are ways to minimize the load of sequence by using Reference Sequence and other "Jover" like breaking the show in multiple smaller parts. We wrote about this numerous time on this forum...

I do nit think this case is related to that, it sound more to me like a limit of being working in a 32 bit environment. Check how much memory the DS is using at that moment when you have that error. If it is close to the 1.7 GB you will have to reduce the amount of clips or complexity of you sequence. (at least that is my experience)
