I did this with some footage that accidentally got shot with the detail enhancement turned on, worked pretty well:

create a "composite" node in the effect builder, and link the background track to both inputs (in effect creating two layers of the same footage)

set the top layer transfer mode to LUMINANCE, and apply a blur of your choice. Adjust the opacity to fine-tune it as well.


Alternatively, you could set the top layer to COLOR or CHROMINANCE mode, and then blur the bottom layer. You may get different results this way- i'm not in front of the DS either, so this is off the top of my head.
