DVD files are actually encoded at 24 P in the MPEG-2 files, so they should be able to use a file output at that frame rate.
As far as I know, pulldown is introduced on playback from the DVD player.
I'm not in front of the box right now, but you should be able to output a 720x480 (not 486) 24 frame Quicktime.
DV and DVD frame size is the same... go figure.
