Which "Avid" is doing the offline??  If it's within a few years old.....it might have the ability to do a 23.98 project, in which the avid will take out the pulldown and give you frame accurate lists for online...
 
If not, then you'll have to send the final edl through edl processor to generate a 24 list from a 30 edl...Make sense??

This is a workflow question.... here are the particulars;
 
footage shot in 23:98 HDCAM
client wants to eventually print out to film
clients wants to offline on their standard def AVID using BetaSP dubs as reference material. Then they will conform from the HDCAM masters on another system using the sequence generated in their offline.  
 
My concern is that the BetaSP dubs will not generate correct timecode. The dubs will have a pulldown TC and image. what is the approach to use a 29.98 system to offline a 24 HD project
