I got it. I was confused by "clean scene". We call it "textless" or
"textless backgrounds". I see how this can be a problem. I guess you
have to watch for the odd/even IN points to avoid the problem. But aside
from this nuisance there are benefits of 59.94 fps. What if you wanted
to make 60 distinct cuts per second. An edit system that edits on odd or
even frames only would not allow you to do that.

Say that in the show a scene with titles start on frame 1 of the 60
timeline. The editor parks the clean scene version on a 0 frame at the
end of the reel.
The cross convert from 60 p to 30 i occurs. Now a different editor
tries to use the clean scene.
That clean scene does not start on field 1 like the shot he/she is
trying to replace. It starts on field 2. The fields were also inverted
during the cross conversion.
Does that make sense?
