There is an easy way to tell what frame rate the tape was shot at, which will eliminate some of the guesswork. Switch your local counter to UB(userbits) and you'll get allthat info. As for the repeated frames, this is normal if they shot offspeed, like 4 fps.

We have some received some Varicam tapes that were supposed to have been shot at a PAL rate. We can only get a sensible signal (with no error messages on the deck) when the AJ-HD1200 deck is set to a system frequency of 59/60. If we capture this to the Nitris and then step through the footage, there are 10 repeated frames per second.
This indicates one of two things: either that the footage was shot at 50 fr! ames per second and our deck is not recognising it as such, or that the "junk frames" are not properly flagged on the tape.
Has anyone else had any Varicam problems and managed to troubleshoot/fix them? I've been through all the deck menus I can see but may be missing something. We had a similar problem about two years ago which turned out to be a firmware problem in the camera.
