With the Conversion Mode preferences on your 16:9 sequence properly set,
you should just be able to drag it onto a 4:3 timeline and process it.
I've done that successfully with little adverse affect on titles &
graphics. 

If you still go the DVE route, be sure to check all your settings on the
General and Options tabs. For scaling down, I would use Bilinear and
make sure there's no Filtering. In Options, make sure your Processing
and Source Material settings are correct.

I've got a 16X9 sequence that I need to letterbox into 4X3.  I've
dropped a DVE onto the FX track to do the squeeze globally, but this is
making my graphics "soft".  Am going about this the wrong way?
