864 by 486 is square pixels, if he wants to work in native resolution in PS CS ( 1 or 2 ) then canvas size is 720 by 486, with 1.2 aspect ratio correction applied. But 864 by 486 is absolutely square. Also, very important, because the horizontal will scale down, you need to select scale, keep aspect ratio, otherwise, it  gets cropped.

he wanted square pixels 864 x 486 are non square dimensions his image would
be wrong aspect ratio

No, 864 by 486, but this was said already by someone else. If you use 864 by
540 then you`ll lose stuff after.
