Well even defining it in dB isn´t going to be more objective, different
people experience "noise" differently. So I just gave a general tip that the
5700 is ecperienced noisier than other crds be a lot of people...
I can´t comment on the "40 mm ball-bearing fans..." seeing as I have no idea of
how it sounds :)

"Cheap" is a relative issue, what you need to do is see what your budget is and then ask what the best card for that amount is.
I would also recommend the nvidia FX Ultra series (5900 or 5950) rather than Ti cards though. The 5700 card is very noisy
so you might want to watch out with that one.
Demian,
Define noise in dB. Louder than the hum of 40mm ball-bearing fans evacuating several 450W PSes?

The FX 5700 Ultra GDDR3 is cheap, has better features than the GeForce 4
series and a good performance for the money. But for 200$ you will
already get a 5900. And maybe in July you will get for the same money
the 5950. Other GeForce cards below 200$ I would not recommend.
