I had the same problem with Zonealarm. Thing was, it wouldn't work at all
until I actually uninstalled ZA. I've a fix for it now but if it was me I'd
first off try uninstalling Norton, just to see what happens.

You could also try starting xsi from an xsi prompt, see if anything
interesting happens there. 

I've a very recent version of XP here, sp2 already installed for me and I've
not had any problems with xsi at all.
