Something like this?

var oShelf = Application.Desktop.ActiveLayout.CreateView("MyShelf", 
"MyShelf");
oShelf.Move(120, 33);
oShelf.Resize(333, 130);

Asked the same question a few months ago; documentation on this topic is 
pretty bad...
