Sel the obj to constrain
run command
sel object to constrain to
then click on point to constrain to
an option box usually appears asking if you want to constrain to point, or other subcomponents.. just choose pnt as your type...
once you do this a cluster will have been created for you in the clusters folder

If I constrain to a cluster, the null jumps to the center of the cluster instead of the point I would like the null to be. I wonder if you could create a cluster for each point of the poly and then do a constrain to N points? It would be very tedious to set up.

around a bit but I have the feeling If I knew the right term to call it I
could find how to do it. I need to constrain an object to a specific point
on an enveloped poly mesh. I am using the snapping tools to get a null on a
spot on a poly face. I have tried using a constrain to cluster with
compensation but it starts offsetting when the envelope moves. How is this
done and what is the proper term for this?

if i understand correctly you should constrain the object to cluster, but not use compensation
