We are regularily doing films for pal and ntsc.
I would recommend producing in ntsc and downconvert to pal, since than
all your program (whatever you use) has to do, is getting rid of frames.
The other way around you would have the problem of having to "fill
holes" in your sequence and your programm would have to reproduce frames
for that. Not so nice, eventhough that also works.

We are working on a project that needs to be delivered in PAL and NTSC,
both 16X9 widescreen.
We knew PAL had a higher screen resolution, but since we haven't work in
PAL before, we didn't realize PAL is set at 25 frames a second until
someone pointed it out to us. We checked and found out that XSI easily
switches between NTSC and PAL frame rates internally, so the fact I have
been animating in 30fps NTSC doesn't itself seem to be a problem.
Our question is whether to render in PAL and have the final edited video
converted to NTSC, or work in NTSC and convert the edited video to PAL.
Any other issues anyone has had in this area, which may lurk for us in
the furture, please feel free to mention.
