Unfortunately this is a limitation,
UDEV00164705 - ActionSource should be possible to add empty FCurve as source item
So yes the workaround is to use a dummy fcurve on a dummy custom property as the source.

Is there a way to add a source item to an action source and define it as an Fcurve without feeding it an Fcurve object? or is there a way to change it's type after creation?
If not then
Is the process to create a temp ppg and store the fCurve data there to make it an object first and copy it over?
