This probably works like with any other software release, meaning that
they stop implementing new features one or two months before the planned
release date and continue to fix bugs they introduced with the new
features implemented so far until the software appears to be stable and
production ready. Softimage in particular can do so nearly until release
date because they distribute XSI via web download. So, yes, in case a
download link doesn't appear on softimage.com within the next few days,
XSI 5 can very well still be "unfinished" in this sense.

Withholding it wouldn't serve a purpose, and releasing an unfinished
product a few days early wouldn't make us (long term-)happy either ;)
