This probably works like with any other software release, meaning that they stop implementing new features one or two months before the planned release date and continue to fix bugs they introduced with the new features implemented so far until the software appears to be stable and production ready. Softimage in particular can do so nearly until release date because they distribute XSI via web download. So, yes, in case a download link doesn't appear on softimage.com within the next few days, XSI 5 can very well still be "unfinished" in this sense.

i don't know much about the production/distribution of applications such
as xsi or other large package, but is it possible at this point that the
product - xsi5 - is unfished? i figured that at this point they would be
having copies made and packaging everything up. when do they actually
"stop" typing code for the release you think? weeks before, months
before? i am sure they are still typing code for the next features and
fixes, but i mean for this major release.

morning IT'S september :)

They'll give it to us when they feel the time is right :)

Withholding it wouldn't serve a purpose, and releasing an unfinished
product a few days early wouldn't make us (long term-)happy either ;)
