If you need a license just to import export you might me able to get away with using 3d Studio Viz, (the arch viz version).
Its a lot cheaper and should be able to use the .xsi to max plugin

I think you will need a seat of Max. My experience with going from Max to XSI is that you have to have the .xsi plugin for max which requires you to export out of max.....pretty lame. Autodesk (Discreet) has always had a stick up their butt when it comes to sharing their file formats so other apps can import Max stuff.
