This happened to me once also.

I was modeling and all of a sudden nothing worked except menu's and highlighting of sub-components. I think I might have been using the new tweak tool also.  It was a little weird cause the interface seemed to be working but if I clicked on a tool or something, nothing would happen.

It has happened 3 times so far. It seems to happen when I have prop on and adjust the radius of influence. A few times also adjusting the radius had no influence. One time pressing the M key and moving the components with Prop was scaling them rather than moving, even though the mode selected was set to translate. Again, restart seemed to fix the problem.

you may have been in a construction mode you didn't expect, and restarting the app put you back in Modeling Contruction Mode.

I was doing a bit of modeling, following by a shrink wrap operation which I have then undone.

Following that, the M tool ceased working. I mean the controls and highlighting were there, but I could not move the points. Saving the scene and restarting XSI fixed the problem.
