Within the layout you have siUICX to set absolute sizes, it doesnt work for everythig but yes for some things
forinstance on a button witin your layoug
var butt = oLayout.AddButton("asdfa")
butt.SetAttribute (siUICX, 200)
butt.SetAttribute (siUICY, 200)
If you want to pop a ppg of a given size you can do it creating a view and putting the ppg within the view, and then the view can have absolute size and placement. It is a bit of apain to do but if you really need it, you can.

For your first question, I'm not sure but have you checked the
AddGroup entry in the doc?
For the second question, yes, but I believe it would be better to
build the entire layout at once.
I like building highly dynamic ppgs, with callbacks that can change
the content, like removing/adding parameters and layout items. To
handle that, I usually put everything inside a big function, and all
callbacks simply call this function with the appropriate arguments.
Works very well. There is such a plugin lying around XSI Base, made by
Chinny, that uses this technique (wich I got from).
