About the cluster center problem, yes if you play with the handle of the manip one or more CVs will be affected _accordingly_ by the interaction and yes any cluster center associated with those CVs will suddenly be off from the CVs.

But that behavior of the cluster center is not new, the same behavior happens if you use the old move point tool, if you move any point associated with a cluster center that one will suddenly be off from the CVs.  A cluster center is just a deform it doesn't prevent the points to be moved.

But if the problem is that you find it too difficult with the tweak tool to control just the CVs you want then yes using the old move point tool is what you need (modify>component>move point tool).  A good suggestion would be to add an on-screen button to disable/enable the manip with the curve tweak tool.

Its not that I'm unhappy with the fact that the interaction is different now. Its that the function that has been implemented which allows one to tweak the curve using handles seems to have dyer consequences on the shape of the curve even though you've created a cluster out of every CV on a curve and constrained the clusters. Using cluster constraints - using curves to attach pretty much anything to for rigging etc. is very shaky now. The bezier handles are very very shaky. Why the handles became so extended I don't know, but once they are there's no way to get them back to where they were before, seemingly.
What I'm really saying is that its very annoying when things that work are replaced with things that break. I'm all for the occasional new thing, but please just keep the old faithful in there.
