As I understand it hyper-extension is going past the regular 'limit' of a bones rotation causing, for example, separation between a ball and socket joint.
Is this what you mean?
 
In which case, (XSI) bone settings like stiffness might work? (This would be variable and connected to the bone's rots by expressions/SCOPs etc.)
 
Was the behaviour designed to give animators a more tactile feel when working with the rigs? What if an animator wants to just key the rotation velocity and value to be what they want - irrespective of any limits or behaviours.

When I was at Siggraph, I was watching a presentation on the rigging and
animation of Madagascar.  They were showing how they modified a bones
rotation so that it slowed down when approaching hyper extension. 
Anyone know how to do this in XSI?
