We have Regular Licenses that come with XSI Advanced. So I should be using
the mi-raysatxsi5_0 instead?

This service is for Mental Ray standalone and needs separate
licenses for using it. Do you have these licenses? What exactly do you have
for licenses?
If you were planning to use distributed rendering with satellites, then you
need to use the service mi-raysatxsi5_0. The port used by this service would
be different then 7004 and need to checked in the SERVICES file.

The service running on port 7004 is mi-ray3xsi5_0

When I comment the lines with # sign, XSI starts up fine.

Yes the # sign will comment the line and turn it off.
