The correct syntax is ";" not ","
I get a warning on my machine but that makes sense because your network locations don't work:
//WARNING : 3000 - The workgroup path \\srvcine1-mtl\library\RessourcesBank\TOOL
S\xsi_workgroups\common is invalid. It will be disabled.
//WARNING : 3000 - The workgroup path \\srvcine1-mtl\library\RessourcesBank\TOOL
S\xsi_workgroup is invalid. It will be disabled.
So if you see an error for the first path please double check that it is a valid path.
You can set the workgroup via the preference file if you like. The "!" is used to remember
the workgroup but to flag it is an invalid location (or intentionally disabled by the user)

Still I get the same error - and when I checked the default.xsipref file
the data_management.workgroup_appl_path has an exclamation in the front
of the specified path. I am thinking of directly updating this file,
rather than using xsibatch.

xsibatch is not capitalized. Have you tried that?
