You could directly script a pEvent that set the particle life to 1 based on your producton rules, or create a  bounding box and have collision event that kills the particles.

Hum, that's an annoying one...
Could you undo your manual delete with the history stack then note the IDs you have deleted and kill them with a pEvent instead.
It should work flawlessly as long as you make sure you delete them by
IDs not Indexes. Use the Show IDs in viewport visibility option for
that.
