Subject: Per Particle Event

When working with Particle Events, is there a way to trigger per particle?s reaction to a force on Collision?  For example; if I wanted to have all particles not react to wind until an object collides with that particle.  Is there a per particle force threshold value that I can query via events?  I wonder if I?m making sense.
