Not a comment on performance, but I'd go for each of them being a Model on its own. This way you can easily share Mixer Clips among them, since the bones will always have the same name (every Model comes with an own name space). I doubt you will run into any performance problems due to the overhead created by the models as long as we're not talking about hundreds or thousands of them...
