are we talking of splitting a polygon, or points that could be located in any arbitrary position in the connectivity scheme?
if all you want is to connect all selected points sharing a poly, then it's a 15 mins scripting job.


if these points could be randomly distributed along them mesh, and you want to connect points that don't share other subelements, then I can't see why you would want a tool like that, but assuming there's a reason for that, it's not necessarily a trivial task.
