Maybe the length parameter of the bone is what You are looking for. If
You need all axis You could unchcheck the scaling param in the local
kinematics options tab of the child. then it does not scale anymore with
it's parent.

don't want the bones above this to take on this scaling as well. At the
moment when I scale the spine everything above it comes along for the ride.
I thought it was Scaling Computation in the transform options but that
doesn't seem to fix it.
