yes... since version 2 or 3.... still happens...

usually I hit the keyboard so hard, it unlocks the problem in most

ometimes when doing editing in the Animation Editor it locks it self
in a "zoom/pan" mode.
            

Confirmed here. About 2 or 3 times a week.
