many 2d packages have things that retime footage and interpolate frames using either rendered motion vector information or generating their own by assessing the footage.
i have had reasonable luck generating intermediate particle cloud frames this way providing im only halving the speed.

i cant recall having any luck messing with global particle speed in the xsi ui?
