This is a bug in the manipulator drawing that happens when the position constraint in the local transform is disabled.
 
Does turning on COG in the transform panel help? (I'm not in front of XSI to test this out)
 
Other than that you could turn back on the position constraint in the local transform or if that is not an option you could set the manipulatpr's pivot manually. (using Alt)

Hello List,
 
When using SI3D like chain drawing and trying to translate the effector, than the manipulator will not move with the effector, but will stick on the X axis at position {last chain length, 0, 0}
 
Does anybody know how to change this behavior so that the manipulator will follow the effector?
