I think he means something like the B key but without the need to go back
and select objects and then transform and then select the next, instead
simply moving the mouse over them and working, which is what the beauty of
the M key is.

I believe a tool like that could be really great especially if you give it
some preferences and make it a bit smart, such as going into transform when
using effectors and rotate when over bones and can be made to ignore meshes
for example, or objects the animator should keep his/her fingers off.

Or being able to turn on transform gizmos on a per object basis using custom
properties that the tool then respects could work. (ie, rotate icon with
only X axis visible.) This could really speed up animation. Saw a Messiah
demo vid a while back and it showed some things like that which looked very
useful and nice to work with.
