If I have understood the problem correctly...
 
Could you store the anim as 2 clips, and make sure the durations of each are for the before and after the section to be inserted.
 
Use the mixer to sequence the 3 clips in the timeline
 
Select the 3 clips and Merge to New Source (No plotting)
 
Then, make sure you have no mixer anim, select the merged action and Apply Action
 
And you should have the new sequence (with the insertion) applied directly back to the rig.

Why can't the animator open the clip and edit the keyframes in there?  I do it all the time-- the parameter hierarchy is flattened ( and that can be annoying), but if everything has been named properly, you should be able to find the fcurve you are looking for and edit it.

One of the animators here has a character with keyframe animation.  In
the middle of the sequence, they want to insert aniamtion from a clip,
so they used the mixer to place the clip where they want it.  Now they
have asked me to merge the clip animation into the keyframe animation -
WITHOUT PLOTTING.  They stil want to be able to tweak the fcurves so
merging the lips in the mixer is not an option.

So I tried this.

1) I froze the clip to a new source (so as to make sure the animation
was placed over the crrect frames).
2) I duplicated the character and applied the frozen clip
3) I tried copying the keys from the copied character using the Dope
Sheet and tried to paste them to the original characters's Dope Sheet.

Lo and behold, it doesn't seem to work.

Anyone have any ideas why the copy and paste doesn't work?  Is it a bug
or am I doing somehtin wrong?
